Updated ESM configuration files

• Updated several files in the Earth System Model (ESM) sub-directory used to compile WRF versions 4.1.x and 4.2.x. In particular, WRF renamed the clock modules that used an old version of the ESMF library. The MYESMF is not longer needed since WRF_ESMF is used instead.

• Updated several make configuration (*.mk) to use libesmf_time.a instead of libmyesmf_time.a.

• Enhanced CMake cbuild_roms.csh and cbuild_roms.sh compiling scripts to include more information.

• Updated nf_fread2d.F to include regridding of Cartesian data.
