Description
Updated the Matlab scripts in test/WC13/plotting that are used to compute various 4D-Var diagnostics. Several flags were added to control printing of PNG files and shading mode option for pcolor.
I also added several horizontal (ccnt_*.in) and cross-sections (csec_*.in) scripts using ROMS plotting package which uses the NCAR's library.
