Updates several 4DVAR algorithms

Description
- The 4DVAR algorithms were updated to include the nonlinear and representer models data penalty in the output MODname NetCDF file when W4DPSAS and W4DVAR and related algorithms are activated.
- Corrected a bug in the PSAS algorithms when running in weak constraint mode. We needed to clean-up the tangent arrays.
- Corrected a bug in checkvars.F to process the fields associated with surface forcing and boundary forcing.
