We also use Windows XP Systems, with Compaq 6.6 compiler or Intel ifort 9.0x compiler, with the netcdf 3.6.1.

To use roms in cvf, you would have to use Projects/Settings and tell cvf to preprocess the F files using cpp, on the Link tab you need to provide path to netcdf libraries. (it has been a while since I have used this).

Instead of using the Compaq Vis Fortran environment, we typically use Cygwin. Cygwin is a Unix emulating environment desgined for use on PC's. It is freely downloadable, do a google search for Cygwin, or Cygwin-X. ROMS releases have Compiler files for Cygwin-df and Cygwin-ifort.

Of the 2 options, I have found it easier to use Cygwin.
