It's just a question of grid resolution relative to the size of your eddies. The coarsest models won't get eddies because the resolution won't support them. Part of the story is that to damp out 2 dx noise, you need some horizontal smoothing and that smoothing will get rid of eddies on the 2 dx scale (and things won't last long at 4 dx either). As your grid resolution improves, you can reduce the smoothing and eddies will start to appear (eddy permitting) and look more realistic (eddy resolving). Science these days is being done at the submesoscale, in which the big eddies have little eddies.
