Difference between Lagrangian and eulerian transport model

I would like to know the main difference between Lagrangian and eulerian transport model.
What are the main difference between in both equations for 2d model?

ROMS is inherently Eulerian, computing everything on a fixed grid (if you ignore the vertical expansion as the surface moves up and down).

The floats are Lagrangian, moving with the fluid. I haven't seen a Lagrangian model, though I've heard it has been tried with sea ice and in other fields.
