Could ROMS be modified and run on a PC with single CPU?

I don't understand the nature of this question. ROMS can be run either in serial or parallel modes. You don't have to modify anything. Just use the appropriate Makefile. Please read ROMS release notes :!:

of course it can!
I suggest you install Linux OS and any fortran compilers, it need no modification to run on a PC.
